As most supplies in France are TT the supplier only installs phase and neutral, the consumer has to supply earth (Terre) unlike the UK the earthing rod has to be bonded not only to the CU, but also separately as main equipotential bonding to the metallic elements of the building, this includes any metal structural elements, fabric reinforcement, RSJ's etc and obviously any copper pipework, gas et all, this may explain better: Mise à la terre d'une installation électrique, norme NF C 15-100 - https://www.schema-electrique.net/mise-a-la-terre-installation-electrique-norme-NF-C-15-100.html

And just in case someone reading this does not know, the protective conductors of the various circuits must have a cross section equivalent to the conductors in the distributed circuit i.e. no UK T&E, there is also a requirement for all cables to be double insulated, so all must run in plastic conduit (gaine) there are circumstance's where metal conduit can be used, but again special protection has to be in place. Oh yes all MCB's have to be dual pole and have a minimum air gap of 3mm on disconnection this precludes most MCBO's I believe.
