I need to change the light to led and the traditional ceiling roses are stuck to the ceiling so how do i remove this without damaging the paint.

All depends on how the decorating has been done while the ceiling rose has been up.
If paint is sealing the rose to the ceiling then you may be able to cut around the rose.
Ceiling roses are not that big. I take it that your new LED light has a base that is smaller than the rose and that is why you are asking.

I cut round the base to stop tare out then get a sheet of paper or something to stop damage to the ceiling and give it a wack with the handle of a screwdriver or a hammer, this should loosen it enough to turn. If not a few more wacks and try again! If all that fails hammer and shatter the cover, supply isolated of course!
