Is renewing earth spike and conductor notifiable?

Is the renewal of the earth spike and earth conductor on a TT system notifiable work?

What certification would be required to do this? Do you have to be registered as a competant person?

Upgrade or alteration to means of earthing is a notifiable job EIC as you will be testing all circuits to ensure safety disconnection times etc
