I would be 99% certain that fitting is not fire rated. Why would it need to be anyway
 
Here's a thought... What does 'Fire rating' actually mean - there is no symbol on the unit (say a downlight) describing the fire rated properties (perhaps the box is marked or sold as 'fire rated'). There is little [manufacturers] information about how long it's fire rated for, so installing in a single plasterboard ceiling I would expect some confirmation that it is at least 30 mins. Nothing, no info. Except perhaps the intumescent pad / seal / ring that comes with it. Is this pad the fire rating? - if so what is the spec of the pad? if fitted without the pad, or comes without a pad - is it still fire rated? More [manufacturers] info needed here or do we need wait for the subsequent board of enquiry to decide it was or wasn't really 'fire rated'.
