I would go with No. For an unswitched fuse you usually need a screwdriver to get the fuse holder out and ive always thought that a local isolator has to be easy to get to and use.... but im no expert and others may differ from me.

These tables list all devices that can / can't be used for Isolation (Maintenance), Emergency Switching (To remove danger) and Functional Switching (Turn on / off).
 
An unswitched BS 1364-3 fused connection unit (FCU) can be used for both on and off-line isolation, switching off for mechanical maintenance of equipment on a TN-S system, by removal of the fuse. If the FCU is remote from the equipment under maintenance and therefore not continuously under the the control of the maintenance operative, the fuse can be removed from the fuse carrier isolating the supply, and the fuse carrier secured in the open position with a suitable padlock. Removing the fuse from a FCU only breaks a single line connection so this device is NOT suitable for the isolation of equipment on a TT system where ALL line conductors must be broken.
