Hi - I just moved into a new house. The box has a circuit labeled "Central Vac" and 2 labeled "Septic." The house does not have a central vacuum. I do have a septic system that as far as I know does not use a pump or any electrical power. Any idea why these circuits would be there?
 
could be that they were once in use but are now redundant.
 
Any toilets in strange locations ?

There is a basement bathroom with an ejector pump that was added maybe 2-3 years after construction. I assumed that was run off of the same circuit as the basement lights and stuff. There is a sump pit as well but they never put a pump in there. Maybe it was for that, just weird they would label it Septic instead of Sump Pump.
 
Switch the circuits off and see if anything stops working. Might be used for something else now but haven't been relabelled.

dudebro houses do have vacuum systems and I agree it might not be working right and just abandon it. As far as septic I have heard of sump pumps in basements that is prone to take on water. My advise is cut them off and see what happens or something stops working. Good luck
