One of our room lights got reported flashing intermittently and then would not work. I have checked at PIR and only 150v there is 240v at switch at com and L1 when switched. Even though its only 1 way switch. 2 cables coming in grey- com, L1 -brown, L2- black
At PIR grey - neut, Black and brown - live in and out
Replaced PIR and switch and the lights still not working

If linking out the PIR made no difference it probably didn't need replacing. You need to do some continuity tests.

2 cables coming in but grey to com, brown to L1 and black to L2 implies just one cable a 3core & cpc! what is the other cable doing?
Are any of them sleeved with brown or blue sleeving? Grey at common of switch implies a live conductor, grey at PIR you say is Neutral conductor! Dangerous situation if not identified!
