A power cut that is caused by a fault could be any combination of phases and or neutral.

In a single phase installation, a loss of either phase or neutral in the cable directly supplying you and only you will cause a loss of power.

A loss of neutral further up the line, before it is split to several houses can cause the voltage in your house to “float” between 0 and 400v

If a fault only affects 1 of the 4 cables, ( L1, L2, L3, N) more often than not, the subsequent repair work will disconnect all of them to allow a safe working environment for the repair crew.

as above^^^^> a power cut is caused by a fault. a power outage is a fault or a deliberate disconnection, usually for maintenance
