If the voltage actually exists, as well as checking the switch, the remainder of the circuit (i.e. in other rooms) needs to be verified that its wired correctly. I had to fix a fault, where live had been connected into neutral and neutral vice versa.
 
methinks all threads regarding timer fans should themselves be on a timer, and self-destruct after 2 days.

I can't see how a problem elsewhere on the circuit is going to cause this, based on the information we have, the problem exists on the S/L therefore must be limited to the switch and the wiring after it.
 
It's worth a try, fault I mentioned stopped light working in one room turning on with another switched on and then caused the former to glow when off, when latter was switched.

Anyhows, like Tel said, just woken from nap, time to try some Bombay Sapphire, her indoors has just bought back from the shops for me

Am thinking, there's a problem with the heated mirror.
Try disconnecting it, see what happens.

Well this morning I turned up with my meters and did an insulation test on the upstairs lighting circuit L N -E was 1.2Mohm which is just scraping through. Volts must be inducing through the cables insulation. Took the timer fan back and fitted a pullcord model and an Rcbo. Advised the customer its a rewire. Thanks guys for the input.

Well that's a load of bovine excrement isn't it!
They don't need a rewire, they need an electrician.
 
You've ruled out the fan as being the problem as far as I can see, so now you need to track down where the this 9V is coming from.

What have you measured the 9V with reference to, earth or neutral?
if you have a suitable multimeter then try measuring it with that, I suspect it will give a higher voltage reading.

I think the simplest explanation for a voltage on the S/L when it shouldn't be is that the switch is not operating correctly, so I'd be inclined to test that first.
The 9 v was in every room upstairs when the switches were off.
 
looks like the mice in the house have stolen 221 volts from the upstairs lighting!
or their must have been a 9volts battery.
if thats the case I would have informed the person of the property .

The conclusion is a rewire is recommended because the fan is playing silly games ? :confused:

Well it's certainly not that 'volts must be inducing through the insulation' As a result of a low insulation resistance.

No need to be Einstein to understand induction, it's taught in secondary schools after all!

I don't know the answer as I haven't visited the property and tested anything, but I'm pretty sure it wouldn't take very long to find the cause with a logical process and testing.
