in order to facilitate the relocation of an electrical meter from the ground to 1st floor UKPN has asked me to install a what they are calling a read head cut out within the 1st floor by the consumer fuse board to facilitate their new electrical meter position which will be installed by another party.

What is a red head cut out and why does it need to be there?
 
I have only ever heard or redlink which is a solid fuse link placed in the Henley block when the main cutout fuse is in a different location
 
A red head cutout is a cutout with an isolating link fitted instead of a fuse. It is known as a red head because they are usually red and a cutout is commonly referred to as a supply head.
 
They look a bit like this, there's a solid link in the fuseholder which looks like a bit if steel pipe.
You occasionally get people (Electrical Trainee's and the like) who don't know what they are doing posting pictures saying that the DNO has bypassed the fuse and caused a dangerous situation when it is intended to be an isolation link.

I saw one of those today. There is no fuse in it, just a piece of metal which is dangerous so I have reported it to the DNO.
