Hello, I have a fairly simple question like in the title of the post.

How to connect Two 9 watt UV lamps to a ballast probably electronic. I suppose electronic will be the best in my case, due to the built-in starter. I have read various sources of information but did not find my specific case.

I would ask for the simplest explanation step by step, because my knowledge of electrics is very flimsy. All advice is very welcome, because I don't know what to do anymore.

The ballast must be suited to the type and number of tubes. With an electronic ballast the AC power is usually connected straight to the ballast, then there are various connections to the tube pins that will be shown schematically on the unit itself. As you say this is the simplest to configure and an electronic ballast gets the greatest life and efficiency out of the tubes.
