When I work on the railway signalling system in the UK. We had a training course called "Safety Procedures When Working on Electrical Equipment"

This is because a lot of work must be done live. This course had specific instructions for testing equipment and I believe was based on regulations

Things like meter leads must be unfused and only have 3 mm of exposed tip. Must be rated for 1000V and crocodile/ aligator clips will not be used

my enquiry is

1) has anybody heard of this regulation
2) has anybody got copy of this regulation
3) can I get a copy thanks

there is a guidance called GS38, and it lists thing such as : all test leads that are to be used for live testing mush be fused, have a shroud to prevent accidental contact with live parts, and a maximum 3mm of the conductive material showng.
the EAWR also has guidance on live testing and working, and that is law.
 
Thanks Guys I know our regs said test leads must be "unfused"... We threw a fair few good fused meter leads away

Something to do with the fuse blowing during the test

from a know live source to the protected circuit

Meter leads on a known live supply. Supply proved live but as they're removed the fuse blows then we look at the Protected circuit assumption is it's de-energized but it's not fuse is blown...Electrocution
 
Railway is law unto itself... fused meter leads were outlawed by management

Oh we also had to megger cables from both ends incase the readings were different? that one I never figured out
 
The railway has some exacting standards for electrical safety (and many other areas), but whether these are adhered to is another matter! Management is Key.
