Talk to the customer and discuss the options. If the customer doesn't want to see any codes on the report then suggest you do the eicr, do the remidial work which might include the board change, issue EICR with no codes as remedial work has been completed and an EIC/minor works for any work that you've carried out.
 
The landlord is currently asking you to do an EICR and as of yet not change the board, you are deciding a board change from some pictures is this correct?

The landlord has asked for a board change and an EICR which is putting the cart before the horse.
The board will need changing as they want circuit modifications to be made on an old 3036 board.
My thinking is an EICR first which will also act as a survey to compliment the board change, that way earthing,bonding & IR (LN-E) can be checked.

To be fair as we have to check everything we put back into service is safe to do so you are effectively doing an EICR anyway are you not? and then if your with NAPIT an EISR form aswell ;) ........ or not lmao

Agreed I would carry out a full EICR first.
