I feel that, if it is ok for the energy company to connect them to the existing, provided all of the proper testing is carried out and the results lie within parameters , then I cannot see a problemi'd cut meter seals. teach them to fit meters with accessible (consumer side) terminals.

steel conduit bends. i done a few, some even using a bender.Do these tails bend ? Never seen or heard of steel tails, probably tinned copper as another states. If they bend they ain't steel !
