A sort of connector type.

Isn't there supposed to be an insulating cap that sits over the bolt part. Or are they shear bolts and that one hasn't been tightened down correctly?

Stripped conductor in an IPC line tap with its shear nut distorted but not sheared. Looks like whoever fitted it wasn't too familiar with the finer points, so perhaps the arrangement of cables and the location shouldn't surprise us too much. Nor would I be surprised if it were part of the supply arrangement for an overhead agricultural installation, but really it could be anything. Is that the ground underneath or just a flat roof? Could be some kind of CNE link on a mural supply. Sosaaa, spill the beans!
