What should you do when you fill out a EIC for just a CU change and the existing circuits are not to regs or have little bits like the switch live not sleeved etc?
 
You need to put those details in the "COMMENTS ON EXISTING INSTALLATION" box, I guess!

Yep, so long as they would only be classed as a Code 4 if you were doing a PIR you'll be fine. Any code 1 or 2s and you shouldn't be changing the consumer unit until those sorts of faults are repaired or disconnected.
