I have been living in my two bed apartment alone for three years and can never get the settings on my horstmann boiler so that I have enough hot water.
I don't work so I'm at home 24/7 and use more than the average one person's consumption of hot water, I like to take a bath daily and do lots of cleaning and washing up.
With the original default settings, there is enough hot water for a shallow bath and to wash up maybe once a day.
My tarif doesn't have the option for economy 7 either.
I've just reset it and have attached pictures of the control and tank.
Please help because it's driving me mad!

Just an initial thought. In a twin element tank you’d normally find the secondary boost element high up in the tank. I see in your tank they are both relatively low down. Could it be that when you have used a volume of hot water, the cold it replaces then takes longer to heat because the immersion elements are very low down - having to heat a larger volume of water?

Is the timer actually working and providing hot water, or do you have to press the 'boost' button to get any hot water?

It looks from the photo that there is no wire to the bottom immersion heater. Is that correct?
I think that means the tank cannot be fully heated. Though as has been mentioned, the other immersion is nearer the bottom of the cylinder than is usual.
I suspect you may need some professional help on-site to unravel what's going on.
