Hi i have been approached by a customer who wants a metal light fitting (obvious needs a cpc) but the wiring is from the 60s and they only installed twin L+N. If i run a CPC from a socket in the room up to the light fitting is this acceptable?

I have carried out a PIR on a domestic property which has an old Wylex rewirable fuses and there is no cpc to the lighting circuits which I have recommended improvement. Had a call from a customer saying her oven had broken. When the oven engineer went out he fixed the oven but told her she had "no earth on her kitchen sockets".?!?! He told her the other circuits ie the lounge and cooker, were ok but no earth to the kitchen ring final?! How can this be...
