I’m replacing a timer based contact for a restaurants outdoor building lights, sign, and parking lot lights. The panel feeding the old timer contact equipment has a black phase, a red phase, a neutral and a ground. Each leg has 120 volts to neutral but has 208 volts between the two phases. Is this a normal application in some instances? And is it because only two phases were used on a three phase service to feed the panel?

Dusty it’s not unusual to have a single phase panel in a restaurant that has 3 phase power. Yes you would only need 2 of the phases to create a single phase panel
