Is there a reason why these surge protective devices come with 2 neutral links?

Interesting that paperwork states “one arrester per board” when one can be fitted in a separate enclosure and serve multiple boards (distance dependant)

Two neutral links. Must just be a spare.
Might have been for different layouts of board if they were different lengths, but they appear equal.
 
Could there just have accidentally been two N links in the box instead of one, or have you bought several, and they all have two?
Looking at any online images of specifically BG SPD kits like this, they all show 2x neutral links... some of them do show one link slightly longer than the other... by about 15mm... which is nothing.

I do notice that other kits by other makers.... Schneider for example, only have one neutral, one live and one earth link
