I had this problem a few years ago and after discussion with the NICEIC and the DNO, I haven't had it since...
However, Today I had a new 3phase service brought in to a DB that previously single phase on a submain.
The DNO had HV shut down this morn to upgrade the transformer, remove the single phase supply and install new 3phase cut out. Metering was booked in for late morn. By 1pm there was no show only to be told it would be later this afternoon. By 5 it still wasn't done, so the client called it in as an emergency. At 8, after ive left site, the metering guy turns up and says "sorry, I can't connect, there's no completion cert"
My client has just gone mental as I did on the phone to the metering guy....
I've done all 'dead tests' the certificate is all but completed, but I'm refusing to issue it without 'Live' test results.....
"its not complete until I have live tests results, phase rotation, functional operation etc etc, therefor I wil not issue completion cert" is my stance.
"I see completed certificates all the time and never have a problem" is the metering response.
So, what is everyone else doing? excluding test results from the first certificate for the DNO and issuing another upon connection?
