I've checked my copy of the 14th and it says that any joints must be mechanically sound and electrically continuous, which implies that joints are allowed and a single unbroken conductor is not required.

I can't see anything in the 13th either.

I thought it had only been in guidance notes and never an actual reg.

`Just wasted an hour doing the same, and came to the same conclusions.
600mm is only mentioned in respect of gas meters from the 14th on, and is only if practical.
