Am I right in saying the Exit Box needs to be permenantly lit only in public places where people are unfamiliar with the layout, but in installations like HMO's where people are familiar with layout the exit box only needs to be lit in the event of a power cut?

The recommendations are that maintained exit signs should be used where people may be unfamiliar with the building layout or where the level of illumination may be too low to see the escape route.

Unless you have a good reason not to install a maintained sign then cover yourself and install them if you are unsure, better to be safe than sorry.
