Given the degree of muppetry and f'kwittery that has gone on here, I can't understand why they didn't also snip the cpc off right at the end of the cable. Small mercies,
Because they had no snips, it's hard to use a trowel to chop cables and double up as a screwdriver.

I had a client a couple of years back that thought the L2 on a two way light switch was where the CPC went.....he was a 'proper' engineer allegedly....
