I’m a new homeowner and found this old wire in the panel (the red and black one)... It’s on a 60 amp breaker.

It is clothed sheathed outside the panel and is freying in parts (see 2nd photo)...

Hazardous?

I think you would be well advised to call a local electrician out to have a look, it is certainly old, possibly a rubber cable that is breaking down.

It could really do with being assessed in person though.

Harry what location is that second photo and do you have electric heat?
 
It is in the basement under the floor joists and yes we do have electric heat ....
That’s very old wiring and it doesn’t appear to be in that of shape and I’ve seen a lot worse. I suppose it’s going to your heat with it being on a 60 amp breaker. Honestly I wouldn’t worry about it unless you start having trouble when you turn your heat on this year. I did see unapproved methods of strapping the wire in place but don’t worry about it. Keep in touch and come back if you have problems

When you say that with outside the panel you can see it are you saying just under the floor or standing outside you can see it ?

I don’t mean that you can see it Out in the elements... it seems to be properly run through to the panel. I just meant seeing the actual run through the basement... I mostly concerned that the shape of the wire would someday cause arcing and a fire hazard. Do they sell 60 amp arc fault breaker‘s?

Yes but they are very expensive and you want find that at Home Depot but where does the other end go ? You can buy the wire at Home Depot # 6/2 with ground but you need a qualified electrician to change it out for you. Do not do this yourself
 
as OP is in Tennessee, right on the banks of the Tennessee River, are these cables anything to do with Moonshine? :D :D :D
