It will depend how the existing socket is currently configured, part of a ring final circuit, spur from a ring final circuit or part of a radial circuit. It will also require additional 30ma rcd protection and notification to building control under Part P of the Building Regulations.
 
What's the best way to come off an existing light
It would need investigation to find out how your existing light is wired. If there is a permanent live, neutral and earth at the ceiling fitting, then fairly straightforward to extend power to your new mirror position.
I think it might be best if you got an electrician in, who would have the necessary testgear to do the job
