No qualification is directly recognised. Across all states an 'electrical licence' is required to carry out any electrical work. Each state will have slightly different requirements of initially gaining an electrical licence. To transfer uk qualification you'd likely need to do a 12month log book and then a college (tafe) course. Additionally if you're asking about your qualification being recognised for migration purposes (visa requirements) then the rules will be slightly different again.
 
Ok. I know that I need to do other courses. But if I'll have this diploma I'll not start from
Zero? Because are two kind of diploma here in uk. It is CITY&GUILDS and EAL.

I heard that EAL diploma it's not recognised in Australia. But otherwise I heard that a diploma for uk it's recognised in Australia.

I believe it varies from State to State in Aus, but this might help,

Be careful about paying for any skills assessments, you may not need to if you contact the State you propose moving to.
