This switch controls 2 outdoor lights. The lights each have 2 live, 2 neutral and 2 earth's plugged into them.

This switch didn't work and when I looked behind it was wired like this!

Anybody know how this should be wired??

Possibly left like that because the switch and wiring was installed some time before the outside lights were fitted, and it's never been fully connected. Still needs investigating and testing, though.
 
Is there a third light?

If there’s 2 each of live neutral and earth, the last one should only have 1 of each.

Although the switch looks straight forward enough, dead testing would clarify what should go where.
