I think the problem I will have is that this sends a momentary signal. Is there any way I can turn that signal into a constant on?

You can latch a relay on when it receives a pulse from the remote locking module. How is it going to be un-latched afterwards?

A circuit that switches on the output when it receives one incoming pulse, then switches it off again at the next pulse, is called a toggle. There are various ways to implement this, e.g.

  • Digital logic such as. a J-K flip-flop, clocked by the pulses with the inputs both tied high
  • Ordinary relays; various circuits exist, some are more reliable than others, some require specific relays
  • Dedicated togge relays.

The last option is probably the most convenient although the toggle relays themselves are not common parts., e.g.
