legally you could use bell wire, but it would not be safe or comply with regulations, same as that in your link. you need 3 core flex, as has been pointed out .
 
To be really really precise,! there just needs to be an earth at the termination, so the cable could not be ruled out purely based on the lack of a cpc, as one could be run from elsewhere, or alongside.
Obviously that isn't being suggested by the op, but thought I'd mention!
