I have a spare 2.5mm 3 core flex cable.

Can I use it for an outdoor light?

It will be connected a junction box that's already supplying electricity to a different light. It has a 1.5 twin and E coming into it. (It's the smaller wire , so I think it's a 1.5)

If you mean a short loop out of the JB to some sort of surface mounted light then yes a bit of 2.5 flex will work fine, you may struggle to get 2.5 into the light depending on what type of light you have
 
Depends on whether the joint box incorporates cord restraint, if exposed to the elements is it suitable, are ferrules required to enable correct terminations.
