Funded by the taxpayer, I'd say it was definitely commercial. So no Part P required!

Problem is, you would be getting paid for doing the work, working for someone whose entire existence is paid by you and millions of people like you, me included.
The normal people who pay the crowns wages, have to save up for a few years in order to get major works done on their houses, or maybe take out a bank loan to pay for said work, not them though, just dip in the public money pit for a couple of hundred mil, pass me another G&T ?
 
I'm sure it doesn't balance out, but there's a fair bit of income generated by the tourists coming here to see Madge, Buck House and the Castle etc. Far Eastern peoples especially, never seen anyone so obsessed to catch a glimpse of Royalty or the boys in the tall fury hats.
 
Theoretically like the Queens car they are property of the state and as such you are entitled to use of them, try that see if it works.
