Good question I initially thought Square D QOE but they are missing the indicator window and the rating is painted on the toggle, so not Square D.Lights that are off a 3A FCU are perfectly safe.
You might code it C3 due to the lights failing if the sockets are tripped out (division of circuits 314.1).
That is an old looking CU but @westward10 is the best person to ask!
I would assume it is dual tariff but didn't notice the restricted wording.The other thing I'm wondering is what the "restricted" supply is, off-peak meter?

Not a common brand that immediately hits me but could be Mitsubishi. The ON/OFFS look hand painted.
