from the socket use a bit of 2.5mm T/E to feed a Fused Spur Connection Unit, fused at 5A. then in 1.0mm to lights. use the FCU as a switch.
 
Put a long flex on the light, pass through hole in wall and put a plug on end of flex.
use 1.5mm 3core and you haven’t got to worry about what fuse is in the plug, although I would go for a 3A personally.
 
OK, do as my previous post. leave FCU switched on permanent. but can be switched off for maintenance. use a D/P FCU so a fault outside can easily be isolated.
