There are differences for landlords, etc so not the same for everyone.The wiring regulations are exactly the same for everyone.
bs7671 standards are different for higher risk properties, therefore the regs are different.The wiring regs are the same, but building and fire regs may be different
Just had it confirmed by Crabtree, yes replacement covers are available for flush fitted consumer units.
