Yes, but it has to be quite significantly higher than the device is rated for.
 
Are you meaning general operational overvoltage or high voltage transients such as lightning which could be in the kV range?

Also with your question about effects on the RCD, are you meaning effects like nuisance tripping or effects like catastrophic failure?
