Anyone can carry out an Electrical Installation Condition Report provided that they are competent to do so. Having done, presumably, a one day course on PATesting does not necessarily mean you are competent to do an EICR.

Ideally you want the electrical contractor (assuming they are registered with one of the schemes) who carried out the work on the attic to provide an Electrical Installation Certificate. This is what Building Control require.

A third party is only able to provide a report (EICR), which has certain exclusions which building control may or may not accept.

OP is in Scotland. no part pee, but building control can tell him what they want. think they issue a building warrant up there.

PAT Testing is in no way relevant to verification of electrical installations.

Signing off a new or existing electrical installation requires an indepth understanding in electrical installation, the testing equipment you use and crucially how to interpret the results that are shown, now this is no discredit to you but the fact you are asking the question is usually a telling sign you would not be competent to sign off the work.
It is your own attic here and I am guessing you had a lot of involvement with the electrics given you ask the question, any professional would have provided certification with the job undertaken. Who is asking for this certification? ... this is crucial to what steps you take next, what part did you play in the electrics in the loft which is also crucial to how we respond.

Yes, you are. But that doesn't necessarily mean that Building Control will accept your certificate and sign-off on the building warrant. I'm assuming that you did actually apply for and obtain a warrant prior to the work on your attic conversion commencing. I'm also assuming that it is Building Control who have requested that the work you've had done be tested rather than an insurance company.

Unless the electrical work you've had done was carried-out by a SELECT or NICEIC member and has been certified, Building Control will ask you to produce the following documentation:

  • Electrical Installation Certificate / Minor Electrical Installation Works Certificate(s)
  • A copy of the calibration certificate(s) for the equipment that was used during testing
  • A copy of the installer's SJIB grading card

Building Control will not sign-off on the warrant if you are unable to supply ALL of this documentation. In this scenario, you would then have to ask if they will accept an Electrical Installation Condition Report (EICR) instead.

Was the work carried-out by a qualified electrician or by yourself?
