This is an eight year old thread you have dragged up, but the short answer is that there are no electrical regulations whatsoever pertaining to an outside toilet, whether or not it has a hand basin in it, other than the general regulation referring to equipment being suitable for the environment it's installed in.
 
I searched for info on this. Just received new Japanese toilet needing installing in a bathroom. Comes with a 120cm lead with prcd tester close to 13amp plug with instructions to test before use each time. What’s the rules on having a socket in the bathroom furthest position from bath and sink on wall to airing cupboard? Thanks for any advice.
 
Hi Brian. The prcd is close to plug and has to be checked before the toilet is used every time. See picture. I might be able to get the plug through plasterboard into a socket the other side but it will be very tight going. Will contact Washloo and ask them if they have a lead with a longer lead to the plug end.

Poor design that. Makes it tricky to use other options, such as wiring to an FCU.
