I can only conclude that the outer sheath of a 2.5mm csa T&E is considered to be a "Cable Trunking System" providing at least IPXXD or IP4X.

No, it is a sheath, hence why the Regulations refer to "non-sheathed cables". Therefore that does not apply to sheathed cables, such as twin and skin.
 
So . . . . .

Asking this another way, is it ok to fit a jb with the insulation showing on the outside or with the guards in the wrong place? Course not so what's the difference?

I wouldn't say that @DPG post is taking the mick. Rather reminding the new member to look at the date of the post. That was my take on it.

Absolutely. It's just best for people to be aware that the person who's question they are answering may not have been on the forum for years. Wasn't taking the mick, and apologies if it came across like that to anyone.

I wasn't thinking that anyone was taking the mickey, it was just an observation. For example, anyone doing a search for 'Chinese' or 'China' is likely to find all the very qualified posts of the late Eng2, though they will now be years old it won't make the answers any the less irrelevant.
