Seen a few of these 3 phase supplies with this earthing
Cant quite tell if the earth bar is going into the neutral or just being held in place by the cover

Seperate 16mm earth comea in with the supply cable no lead sheathing

Is the line/earth reading the same as the line/neutral reading? The separate cpc may well go to a stake, it is probably TN-C-S, it is very difficult to confirm without further enquiries.
 
If the earthing conductor comes in with the supply cable, then it could well be TN-S.
As Westward says, conduct a PEFC/PSCC test and compare the two readings.
 
Excuse me??? There is a specific reason why the DNO would supply the property with tN-s or tn-c-s its not your decision!!
I never said that it's your choice, I said that they have a link so they can be used for either, a photo of the outside doesn't show anything as the link could be in place or not.
