The NiC will tell you you cannot withhold Certs, and they are right!, the regs state that installations must be inspected, tested and certified upon completion, and withholding the Certs contravenes this!.

yes, but the work is not complete and therefore cannot be inspected and tested, so he can't prepare a cert. end of.

hit and a miss with the builders, i`m deep in s*it now too, got half of 4 bedroom rewire payment after first fix done,
to be paid other half when completing the job. builder firm went bust on 90% completed job, after taking more than quoted amount from the customer. including my and plasterers 2nd fix money...

I wasnt refering to this case, hence i made this point before i started on the OP's case.

the op has been absolved of all responsibility for the work and certs because of the actions of the client and the builder

Hence my post was all about what he should do next!

thats pants mate - sorry to hear it - been there so thats why i dont work for builders but todays customers can be just as bad pulling a fast one!

anyway, thanks for keeping up the guidance guys - it does help you put mind at rest. Im going to sod the client and just inform my scheme and labc without warning and not get involved more than needed. I dont need to let people stew in the meantime. let it all crash at once!

In my part of the world. Sparks spark. Builders put blocks up and rest on a shovel .
We do not have part p so I can only look on with joy that we don't have that mess to deal with. If a building warrant is on a build the certification gets issued on payment unless I know them well.select want you to issue them before hand. But as previos post they ain't ginna starve eh?i used to do work or a guy like this and to be honest the animosity he caused between customers and the trades was unreal. It was a relief after one too many shady moves he got told gtf.are they not trying to bring in 3rd party certification in the new part p? There will be no sparks left then ...the builder will do it all
