This can get confusing quickly for newbies.... if it a duel voltage set-up then its the reverse of your post... Star 400v - Delta -230v that's why I asked for his draft on an answer to see what he's been taught, although i assume with his suggestion of 3ph we could rule out 230v.
Ill edit it out probably not what he's been taught but i have used such element kits designed for European and American markets they connect delta we connect star. Like a duel voltage motor set-up.
Soz tel realise i just over complicated it ...wasn't a dig or correcting just was unsure what basis he was taught but think they will obviously gone the most basic route.
Just remember as Tel pointed out you need to know your voltage rating of the elements to know whether you wire as Star or Delta.... The most likely config you'll get is 230v Elements and you will wire in star although i suspect your coursework test isn't after this but your design of the circuit, isolation points, flexi conduit to heater etc but your the one having the lessons so review your notes.
