Wondered what your thoughts were, changing light fittings, plugging into existing 5A sockets. Not altered any fixed wiring. How much testing would you do? What certification? If you installed a TV and plugged in to a 13A socket would you certify?
 
Suppose you could test the functionality of the socket, Zs or RCD if the circuit is protected by one. But using your analogy, what would you do if you plugged in a table lamp? Suppose it depends if you are being paid for the job, providing a service?
