The Building compliance certificate should come from the electricians scam provider .does the Part P come from the council? or the electrician should provide it. We have direct contact with the council so my advise was to forward the 2 page EICR to the council for final approval. If I need an EIC as well as an EICR then I will contact the electrician, or a Part P certificate too? if the electrician has to provide that?

The Part 'P' document is two pages long so maybe that is what the council want?
If the electrician is NIC then he can issue you with the Part 'P' direct from the NIC website and you have to wait for it to be posted.
The Part 'P' looks like the sample below.
