What course of action is recommended when the type and size of supply protective device characteristics cannot be identified without pulling the fuse. I phoned the DNO and asked them for the info. Initially they told me to pull the fuse but later agreed that if I wanted that info they would send someone out.

In practical terms is it ever satisfactory to annotate this field as "not verified"?
 
Either that or you could put it down as a limitation. Although as you say not verified sounds better as at least you have made a effort to obtain it.
 
Speak to the client before hand and outline the limitations on the testing, then you can put this in the agreed limitations box along with say bridging out L+N to carry out IR tests.
