Car charger? Explain please as if its for an electric car they need a specialist installation by a qualified spark experienced in car chargers.
If its just a car BATTERY charger, then I don't see why its been hard wired in. Usually on a 13A plugtop.
Has the breaker tripped? Charger may have overloaded it if it was designed originally for only a TV amp

Is the tv amplifier actually ON? is there a light on it.
Did your TV work before the charger was put in? If you've just moved in, your TV will need retuned.
 
more info is needed here such as load calculation, type of amplifier,and proximity to the car charger!
The transformer could easily be overriding the signal strength to the tv
 
i'd make a stab at the tV amp is wired into the lighting circuit and you've overloaded the 6A circuit. solution is buy a diesel car.( twin turbo, of course).:D:D:D

ev charger needs own dedicated circuit. What RCD protection does the supply or charger have? You also need to check the earthing, PME is a practically a non starter,tns is okay only if the dno confirm its tns all way back to sub station which is a rarity so have you put a rod in? Even though you had the ev charger at a different property its notifiable to building control under the part p rules. So who is doing this? you will invalidate your insurance by installing and using this ev charger if its non compliant, and they do seemingly catch fire quite easily too, the charger will be playing havoc with your household circuits and CU if its installed wrong.
If it was funded by the OLEV grant you also need to inform olev that you moved the charger. You also need to notify the dno you have hooked the charger up. So all in there are quite a few things that we could identify here.
