is there anything im missing?

If i were you, i would'nt bother starting up in PAT.The government and the HSE are killing it right now.
Have a read through the attachments.

Yep I agree I have tooled up for PAT but not to run it as a business only to have it as an addition and yep we are going backwards so look for cheap second hand PAT testers on ebay as companies will be allowed to get rid of PAT or increase the intervals so in the short run that will make a bloodbath as companies cut costs

The more I think of it the more i believe this will be benificial to my business as medium size companies will be allowed to increase test intervils or even reduce it by not having to test certain equipment this will cause a price war and then firm will fold and as my PAT is just an addition then this should increase my work but there is a catch if prices get driven down I could be making the same money I do for 2 jobs now for 3 in the future

You need a tonne of patience if your doing alot, in the past few weeks ive been doing between 1500 and 2000 pat tests per week on a static site as part of a ppm regime..it drives me stir crazy sometimes

As an additional service is the only reason I can see for anyone doing it at all - to keep your customers happy, stop them being poached, maybe even for generating new business.
There are dedicated PAT companies offering to test for 50p an item, who pay their staff minimum wage and just slap stickers on. As marnik mentioned earlier the bottom is falling out of the market - it isn't a service anybody wants but one they think they need due to legislation, which is changing. Added to that the number of people new to the business trying to gain customers by bringing down prices it's only going to get worse.

Do you still need the indemnity insurance? Not only for PAT also if you do PIRs ?
basically you do guaranty safety if you issue a cert. Am I right or has this changed?

I liked the part in document 2 about focusing on developing new products, hiring new staff and building up british businesses here and abroad......that translates into everybody in the UK getting pumped and the businesses concentrating on setting up factories and offices abroad...
I can see that is what was being thought as that was said......why not just get rid of the factories to abroad and lay off the uk mugs....
