I all 4 bedrooms in a rented property, there are cheap metal electric wall heaters. By design their cables are made of two wires - no cpc.They are plugged into a socket circuit with 32 A MCB.How would you code that? AThe heaters are not part of the installation, do i need to put that in the report?

Are they class I or class II?

If they are plugged in, no code as they are not part of the fixed wiring.
you may want to put a note on the report if infact they are class 1 appliances

if they are class 2 then there is no issue.

Regardless of whether they're plugged in appliances or not, you've identified a potentially dangerous situation. I would not be happy to walk away from that without first confirming whether the heaters are Class I or Class II.
If they are Class I then I would feel obligated to point this out to the owner, perhaps by way of a comment on the EICR, or in an email.
Although I suspect they're actually Class II.
