To be fair how many people would pull a cable going down behind the tank to see it's purpose because there are several others going in the same direction, having said that it is adjacent to the consumer unit. I doubt there is one person on here who carries out EICRs on a regular basis who can claim they have never knowingly missed serious problem that includes me. I have been back to do remedials and uncovered things previously missed because I have further pulled the installation apart, something you tend not to do on an EICR.
 
I would not feel comfortable with some of the testing recommended as above, pushing 500V through CH programmer really?, as nearly all of them are delicate electronic pieces of equipment.
Me neither. The current regs do allow us to reduce the test to 250V in these situations though, and would be tested combined L+N to E.

I do give the hot water and heating system a quick once-over on an EICR. It's worth it IMO as it's often not been installed by an electrician, you can often find something interesting.

I do the same nine times out of ten it is a load of unrestrained cables hanging out of a poorly connected joint box.
Any connected equipment gets to full dose of 500v and loop tests are always carried to the connected equipment.
