I've been asked to fit a new consumer unit in an old property. One issue that I have found straight away is that the lighting would seem to have no cpc (old 2 wire cables). Ideally I would advise to have the lighting circuit rewired but the 1st floor of the property has a flat roof with no apparent easy access to the cables. Is there an acceptable way around this? Perhaps ensuring all light fittings and switches are class II and putting a limitation/departure on the certificate?

You cannot use Class II as a measure of protection if this is a dwelling nor can you obtain Class II switches. You cannot enter a Limitation on an EIC and a departure must ensure that the measures of protection are not any less than required by BS7671.

In that case is a rewire essential? I have seen class II light fittings advertised as not requiring earth and considered wireless switches. More expense than the client was expecting but a rewire of the 1st floor lighting would be even more drastic I suspect.... :(
 
Have a read of this best practice guide. Page 10 deals with your situation.
You will see that as an absolute last resort it's possible to reconnect lighting circuits with no CPC if certain criteria are met.
